Ahh, I see. The red bungee means he can't drop the weight to any effect. Ingenious. Perhaps the green bungee is there to stop him moving his upper body forward or up in any way, is it attached to his collar - can't see if he's wearing one yet.

Hmm, what's going on here? Is this a new style of blindfold, or just my sub trying to escape the Chairor of Terror...and he ran into a snag when trying to pull the head harness off?

It's definitely the latter. He thought he was smart when he decided that instead of trying to find the keys to the padlocks that locked the head harness to the Chairor of Terror, then blindly maneuvering them into the padlocks...instead he was going to simply pull the head harness over his head. Not as simple as you thought, eh boy?

But now that he's all exposed and vulnerable, especially considering that some may see his actions as being a bit of a smartass, what should be done to him now? And what do you think I did to him next? @fingrfethr - I'll bet you've got a few good ideas...
